The SARF is the current referral method to social services.

There are ongoing discussions about using the Common Assessment Framework (CAF or e-CAF) to refer. This website will be updated if the referral method changes.

The Children Act 1989 (amended 2004) introduces 2 particular concepts in Child Protection in England:

• Child in Need (Section 17) those whose vulnerability is such that they are unlikely to reach or maintain a satisfactory level of health or development, or their health and development will be significantly impaired, without the provision of services.

• Child at Risk (Section 47) suffering or likely to suffer significant harm
